New study weighs development proposals for Adirondack rail corridor

The firms Camoin Associates and Barton & Loguidice were hired by the not for profit AdkAction to study the costs and economic impacts of upgrading, or removing, a 34-mile, seldom used rail line between Tupper Lake and Lake Placid. The corridor is currently owned by the NYS DOT and it compared

A) Expanding the Adirondack Scenic Railroad (that currently operates on a section of track to the south), or

B) Converting the rail bed to a multi-use recreational trail.

    A major portion of the study should have been devoted to deriving estimates for two quantities: 1) the number of additional train passengers due to the extension to Tupper Lake, and 2) the number of trail users, composed of new summer users and additional snowmobilers. A close reading of the report reveals that this was not done.

    For train passengers, a calculation was performed using an erroneous method and which also contained a substantial math error. This calculation – I repeat, wrong on two counts – was used to justify labeling another estimate as “conservative”. This second estimate is simply presented in the report, without derivation or any explanation whatsoever other than it was developed after consultation with – wait for it – the railroad company! Incredible.

    And that’s just the tip of the iceberg. At best, this was a poorly done study. At worst, it was a clumsy attempt to make the playing field seem more even than it really is.
